Hid/halogen/xenon lights are legal in NY and dark tint isnt. I have been in front of those at night also and yes its annoying ,but again they are legal. Most high end cars come standard with HID's. The problem with the Suv is the fact that they sit a lot higher than regular cars so the lights shine right into regular passenger cars in front of them.

That said,in the US, NHTSA prohibits "HID conversion kits" Its impossible to try to figure one from the other unless you go under the hood and the cops cant pull everyone over just to find out.
