Local voting

Do people even read the propositions at the top of the voting sheet when voting for them?

It makes sense that propostion 1 passed as it allowed disabled veterans to get credit on civil service exams even if they were not receiving disability payments.

But in porposition 2 why would anyone vote to give more power to local politicians to appoint another political position(as opposed to it be an elected position)? In addition to adding educational requirements, thereby blocking the postion from people who don't fit a prescribed mold.

I am honestly interested in why it would be a good thing as it has passed.
